Structural effects of the information revolution on tax-funded European health systems and some potential policy responses

A combination of constrained public revenues with rapid technological and clinical change has created a particularly demanding set of operational challenges. Tax-funded health systems face three ongoing struggles: 1) finding badly needed new public revenues despite inadequate GDP growth 2) channeling additional funds into new high-quality provider capacity 3) re-configuring the stasis-tied organizational structure and operations of existing public providers. This commentary reviews key elements of this new information-revolution-driven context, followed by a consideration of seven specific policy challenges that it creates and/or worsens for tax-funded European systems going forward.

Telemedicine and the Welfare State: The Swedish Experience

The novel element in Swedish health care is that the doctors are available as a public welfare service but by private providers. As telemedicine becomes more popular, the tensions in regards to financing and regulation are already in evidence and look set to rise further. We outline steps that could better integrate telemedicine into the health care system.

Multi-Sided Markets for transforming healthcare service delivery

While healthcare delivery has traditionally been a push market, multi-sided markets offer the potential for transitioning to a pull market for service delivery. However, there is a need to better understand the business model for multi-sided markets as a first step to using them in healthcare. This paper addressed that need and describes a multi-sided market evaluation framework. Our framework identifies patient, governance and service delivery as three levels of brokerage consideration for evaluating multi-sided markets in healthcare.

Nätläkare i primärvården – lindring eller lidande?

Kort sammanfattning: Vårdkontakt via internet är en positiv innovation som förbättrar bristande tillgänglighet i primärvården. Den kritik som riktats mot att digitala vård­ tjänster uppmuntrar till överutnyttjande är delvis missriktad, och kraften bör i stället ägnas åt att anpassa systemet som alla vårdgivare verkar i. Avgörande för att få ta del av fördelarna med digital vård utan att kostnaderna skenar är att den offentligfinansierade vårdens grindvaktsfunktion förstärks samt att innovationerna används för att förbättra samarbetet över hela vårdkedjan. Utan rätt reformer av pris­ och ersättningssystem riskerar i stället innovations­ kraften att bromsas precis när vårdsektorn behöver den som bäst, i takt med en åldrande befolkning.

E-health Two-Sided Markets

Technological innovation and business developments in online trade result in fast-evolving markets with the continuous emergence of new products and services, thus requiring a specific approach. This book discusses how to develop innovative and cost-effective implementation strategies for complex organizations, the importance of barriers and facilitators for two-sided markets when implementing e-health services and/or IT based innovations.
